Things are flowing right along on work by the city of Port Townsend to reach an agreement with the Port Townsend Paper Company on the future operation and maintenance of the more than 28-mile-long Olympic Gravity Water System.
The line, originally constructed in 1928, supplies both the city and the mill with fresh water diverted from the Big Quilcene River.
“We’re on target from where we were in the beginning of 2021,” said Public Works Director Steve King. “We’re doing fine there, we got through all of the technical analysis.”
The Port Townsend City Council was recently presented with a technical analysis of the water infrastructure included as part of the Olympic Gravity Water System.
King said he hoped the public would do their part to review the documents — colloquially called the “White Papers.”
Earlier this month, the city of Port Townsend sent letters out to potential stakeholders hoping to hear what information they wanted to see presented on the water system ahead of negotiations. The city also asked for comment on whether the stakeholders or their agencies wanted to meet with city staff to discuss details of the forthcoming agreement. The city will continue to accept letters from the public on the matter until July 14.
“All the technical information is out and we’re hoping that the public is reviewing it and asking us questions and giving us feedback so we can take into consideration what we’ve heard from the public in the negotiations,” King said.
“We’re just now to the point where we sit down and work through the actual negotiation with the mill,” he said. “We’re just starting that process of working on development of an agreement.”
King estimated a couple months of negotiations would precede a resolution on the agreement being brought to the city council sometime near the end of September.
