Raleigh, N.C. — One week after House Bill 91 was proposed in the Senate Committee on Education, representatives from the N.C. High School Athletic Association and state senators may sit down to discuss the concerns that led to proposed legislation that would dissolve the association.
Sen. Vickie Sawyer (R-Iredell) told HighSchoolOT she sent an official invitation to the NCHSAA last week, asking the association to meet with state senators to discuss concerns about the association. Sawyer said the NCHSAA acknowledged receipt of the invitation, but as of Monday afternoon, the association had not yet accepted it.
However, the NCHSAA told HighSchoolOT on Monday afternoon that details of a meeting with state senators were in the works.
A meeting between the NCHSAA and state senators could happen as soon as this week. Such a meeting would come as the legislature considers HB 91, which would replace the NCHSAA with a new commission in time for the 2022-2023 school year. The 17-person commission would be appointed by the governor, the Senate, and the House.
HB 91 was pass through the education and finance committees in the Senate last week, and now sits in the rules committee. If the Senate passes the bill, it would then go through the committee process in the House.
The NCHSAA is a private, non-profit organization, the new commission would be housed in the Department of Administration within the state government. Only four of the 51 state high school associations are housed within state government. It would be a major change for high school sports in North Carolina.
According to a HighSchoolOT survey of high school athletic directors last week, only 5.2% support HB 91 while 86.1% say they oppose it.
Numerous groups have come out in support of the NCHSAA. The National Federation of State High School Associations released a statement after HB 91 was introduced arguing that the NCHSAA was the "best fit to run high school sports in North Carolina." The N.C. Athletic Directors Association, the N.C. Coaches Association, the N.C. Football Coaches Association, the N.C. Soccer Coaches Association, and the N.C. Wrestling Coaches Association have also released statements of support for the NCHSAA.
Among other things, the bill would remove the four Catholic high schools currently in the NCHSAA, it would force charter schools to play up a classification, it would classify schools based solely on enrollment numbers, it would end the practice of providing scholarships and grants, and it would prevent the commission from fining schools who violate rules.
