Sixth Street repaving between Callow and Naval avenues coming this month - Kitsap Sun

BREMERTON – Contractors for the city of Bremerton will begin work grinding and repaving a section of Sixth Street between Callow Avenue and Naval Avenue this month.

In 2016, the city applied for and received a federal Surface Transportation (STP) grant to fund the repaving of Sixth Street. City officials are finalizing a contract with Tacoma-based Tucci and Sons, and work on the first section of the project — between Callow and Naval — is anticipated to start in the next two weeks, according to project manager Chris Dimmitt.

“It was identified because it is overdue for maintenance, or a preservation; it’s a primary arterial street in the city,” Dimmitt said.

Work will include grinding off the top layer of asphalt and repaving the street, upgrades to curb ramps at all intersections between Callow and Naval, and improvements to traffic signals along the corridor.

The total cost of the first phase of the project is just over $1 million, with $640,000 being paid for by the STP grant. The city’s match is $444,900.

A work schedule has not been set yet, but repaving projects usually include night work, Dimmitt said, especially on a road as busy as Sixth Street. The project is nearly identical to the Washington State Department of Transportation’s 2019 repaving project on Burwell Street, which relied heavily on night work.

“It’s usually easier to do at night for a variety of reasons, traffic being one of them,” Dimmitt said.

During the day, contractors will be working on upgrading curb ramps at all the intersections along Sixth Street between Callow and Naval to make them accessible for people with disabilities. Radar units will be installed at traffic lights at Callow, Montgomery and Naval Avenue.

Drivers will encounter some lane closures at non-peak hours during the day and during the night. The city hopes to have the project finished in November, barring weather delays, Dimmitt said.

Two more sections of Sixth Street are slated for repaving in the future. “Phase 2” of the project will replace asphalt between Warren Avenue and Park Avenue and install an entirely new signal at the intersection of Park and Sixth Street.

“That signal is very outdated and there’s no push buttons for pedestrians, there’s no signal at all for pedestrians,” Dimmitt said.

Phase 2 is currently in design, with construction slated for 2021. The city has applied for a third grant to cover the design and construction of the last section of the road, between Naval Avenue and Warren Avenue.

City officials decided to apply for grants to cover the Warren-to-Park section first because of concerns about the safety of that intersection and the quality of pavement along the corridor, Dimmitt said.

“We had a lot of complaints and traffic accidents between pedestrians and cars at that intersection at Park (Avenue),” Dimmitt said.
